Les organes ont pour objectif de superviser ainsi que de garantir la mise en application des traités majeurs ratifiés par les Etats membres de l’ONU. De plus, c’est notamment par le biais de ces comités, que les organisations non-gouvernementales disposant d’une accréditation de l’ONU ont la possibilité entre autres d’effectuer des demandes d’interventions, sous formes écrites ou orales.

L’instauration des mécanismes contractuels remonte à 1976, avec l’implantation du comité des Droits de L’Homme (Human Rights Committee) à travers la ratification de l’ICCPR (International Covenant on Civil and Political Rights). Au cours des années, d’autres organes se sont formés au sein du Conseil des Droits de l’Homme, in fine instituant dix comités:
